Every set is one quilt plus two shams. The quilt measurement is what matters for fit.

Picking between two sizes
Size up if your mattress is deeper than about 12 inches, if you want more drop down the sides, or if two people share the bed and pull the covers. Size down only if the quilt is going on top of a comforter rather than replacing it.
A note on tolerance
Quilting draws the fabric in slightly, so a finished quilt can measure up to an inch away from the number above. That is normal for a quilted product and not a fault.
